
When professional discipline is weaponized
against actuaries, the public loses.

For nearly three years, the Board responsible for investigating the professional misconduct of actuaries persecuted a "subject actuary" (SA) for his political beliefs and opinions. Known as the "ABCD," it had a chairman during the case from a polar opposite political ideology. This was a recipe for a disastrous result. The ABCD was weaponized. This can endanger actuaries, their families, employers, clients, and the public they serve.
Actuaries calculate insurance and annuity rates, premiums, reserves and other risk-oriented tasks. "ABCD" is the acronym for the Actuarial Board for Counseling and Discipline. The purpose of the ABCD is outlined in the Blog Post "The ABCD and Its Founders" with links to the five founding organizations.
The ABCD is required to operate with relevant actuarial experience and expertise, under strict standards of practice and a Code of Professional Conduct (the Code). In the case of this persecuted SA and other similar cases, no standards exist, the ABCD members have no training or expertise to judge political speech, and the Code is devoid of any meaningful guidance for them to follow in such cases.
Actuaries working with and for the ABCD lied about this actuary, fabricated evidence against him, ignored the real evidence, and falsified their own, brand-new allegations against him. This was a fraud and can easily happen again. They were warned about these issues and ignored the warnings.
The actions of the ABCD initiated three investigations and hearings against the SA. Based only on their own false accusations, the ABCD recommended he be "Publicly Reprimanded" -- a career debilitating discipline.
In mid-2023, the key credentialing organization ("The CAS") did their own investigation and found the SA completely innocent. They concluded evidence never existed to support the allegations falsified by the ABCD. They dismissed all ABCD allegations and ignored the ABCD recommendation of Public Reprimand. For reasons that are unclear, they only gently rebuked the ABCD. Privately, there were harsh & damning opinions.
This actuary's and his family's health, emotions, and financial costs were painfully high during these years.
The leadership of the actuarial profession knows about all of this. From December 2024 through May 2025, they were provided the detailed history and were offered simple solutions in an Open Letter written by eight senior actuaries, including two CAS past presidents. Current leadership has refused to act. They've chosen to ignore this egregious misconduct by ABCD actuaries. There has been no accountability.
The ABCD and the process it uses need to be fixed, or the ABCD can continue to do the same thing to other actuaries. A biased ABCD or an ABCD without accountability would continue to have far-reaching ramifications for the profession and, ultimately, for the public it serves. Any changes to the actuarial Code of Professional Conduct or the ABCD rules require all five of the ABCD founding actuarial organizations to act. The goals we seek are for the five organizations to:

Form a joint Task Force to investigate the facts and issues prompting the proposals.

Recommend revisions to the Code and the ABCD.

Use the simple proposed solutions as a starting point.

Recommend disciplinary action against those accountable for this atrocity in our profession.

Implement our proposals temporarily to prevent a case like this happening in the interim.

Expose members of the profession to all recommendations along with necessary background.
